Currently Shelley is the Senior Director of the Colorado Opportunity Scholarship Initiative (COSI), and manages the Initiative's multi-million dollar reserve fund and $7 million annual appropriation. Over six years, Shelley has provided solid leadership and strategic oversight, program development and design, delivery, and management. Shelley has experience presenting in front of legislative committees and leading efforts to move legislation forward.

In 2019, Shelley was promoted to serve as the Senior Advisor to the office of Educational Equity, playing a key role in ensuring that the Department has a vision to address income, racial and ethnic disparities in access and completion of postsecondary degrees and credentials. In this role, Shelley provides counsel for the Executive Director and ensures that the work is aligned with institutional priorities and the Department’s strategic plan.

Shelley received her MSW from University of Denver's Graduate School of Social Work, focusing on community and social change with an emphasis on promoting stable housing, education, and workforce development for underserved communities. She also completed the Creating Public Value program Fall 2019 and is working toward a certificate in Executive Education at John F. Kennedy School of Government at Harvard University.
